What laws come into force in June

The State Duma announced new laws that came into force at the end of May or will come into force in June of this year.

Manually controlled vehicles for SMO participants with severe injuries

On May 29, amendments came into force to provide SMO participants seriously injured with unique means of transportation, including manually driven vehicles. We are talking, in particular, about those SMO participants who, due to injury, find it difficult to move independently.

Control over the circulation of alcoholic products

From June 1, 2024, the circulation of ethyl alcohol, alcoholic, and alcohol-containing products will be possible with accompanying electronic documents. They must certify the legality of the production and circulation of such products.

New rules for unified child benefit

From June 1, the amount of alimony will be considered differently when calculating the average per capita income to assign a single benefit. If the court establishes them, the amount of funds received is considered. If the parents have agreed on alimony, they will feel the amount indicated in the application, but not less than the minimum guarantees provided by the Family Code. In addition, income from minors' part-time work will not be considered.

Tourist safety

The Russian government will determine the types and categories of difficulty of tourist routes requiring a certified instructor-guide accompaniment. Regions will be able to establish these routes on their territories. Instructor guides must notify regional executive authorities that they accompany tourists on such a route before and after their passage.

Responsibility of resource supply companies for poor quality services

Since June 9, resource supply organizations have faced harsher penalties for providing poor-quality housing and communal services, such as supplying dirty water, turning off lights and heating in winter, etc. Fines will amount to up to 100 thousand rubles.

Protection of pensions for disabled children

From June 9, the pensions of disabled children and those declared incompetent and social supplements to them will not be written off when collecting debts from another person. This applies to cases when funds go to the accounts of parents, adoptive parents, and guardians. Previously, this money could have been subject to collection.

Fighting child crime

From June 9, 2024, criminal liability will be introduced for involving a minor in committing several - three or more - crimes of minor or moderate gravity. The perpetrator will face imprisonment for a term of five to eight years. Previously, the Criminal Code of the Russian Federation did not provide for differentiation of responsibility depending on the number of crimes in which children were involved.

Support for arts and crafts

From June 10, authorities and local governments will have the right to provide artisans with financial, information, consulting, organizational, and other support measures. They will also be able to register as self-employed.

Sentence mitigation for women with small children

From June 10, women with children under four years of age convicted of minor crimes will be able to receive parole. This applies to cases where the children are in the orphanage of the same correctional institution where the mother is serving her sentence. According to current legislation, the child’s age should not exceed three.

Simplifying cruise tourism in the Far East

From June 17, Russian cruise ships will be able to enter points and ports adjacent to the territories of the Arctic zone and the Far Eastern Federal District without going through border control. The law aims to develop cruise tourism in the Far East and the Arctic zone.

Modernization of domestic industry

From June 23, industrial enterprises that significantly negatively impact the environment will begin conducting expert assessments. This will facilitate the transition to the best available technologies.

Combating illegal migration

From June 23, foreigners wishing to enter Russia for purposes unrelated to work for more than 90 days will be included in the circle of persons subject to mandatory fingerprint registration. The passport and visa service of the Ministry of Internal Affairs will provide government services in the field of migration.

Emergency prevention

From June 29, activities aimed at preventing emergencies and reducing damage in the event of their occurrence will be able to be carried out in the modes of daily activities and high alert. Reserve resources can be used to eliminate and prevent emergencies, reducing the risk of emergencies.

Dismissal of officials with foreign citizenship

From June 30, state and municipal employees, officials, employees of state bodies or local governments, and military personnel who have not submitted documents on the termination of foreign citizenship will be dismissed.
