State Duma adopted important law in favor of dilapidated housing owners

Owners of emergency housing will be able to obtain other housing under a social tenancy agreement out of turn. The State Duma adopted this law in the third reading.

The State Duma notes that adopting the law will eliminate injustice against owners of housing recognized as unsafe.

The solution will help support low-income families in difficult situations, especially when their only home cannot be repaired or reconstructed.

“Currently, citizens who live in an apartment based on a social tenancy agreement, if their housing has become unfit for habitation, have the right out of turn to receive another housing also under a social tenancy agreement, while the owners of emergency apartments are deprived of this opportunity and are forced either continue to live in a dilapidated house, waiting for their turn to receive subsidized housing, or rent an apartment on commercial terms,” commented State Duma Chairman Vyacheslav Volodin.
