Parliament of Bashkortostan proposes to amend Code of Administrative Offenses to combat road congestion

Deputies of the Parliament of Bashkortostan will send the draft federal law “On Amendments to the Code of the Russian Federation on Administrative Offenses” to the Russian government for preliminary approval. Bashinform News Agency was informed about this by the press service of the State Assembly.

As explained in the Kurultai, the need to make changes is due to numerous cases of deliberate concealment of state registration plates by truck drivers when passing through the weight control zone. This allows drivers to evade control and avoid liability for violations.

“In Russia today, overloading has become so common that even truck sellers have begun to use the possibility of overloading in advertising as a competitive advantage. At the same time, the regular movement of overloaded trucks is one of the main reasons for the destruction of roads and bridges. An overloaded car also means an increased risk of road accidents, since in difficult weather conditions, the braking distance of a vehicle increases several times,” said Konstantin Tolkachev, speaker of the Bashkir parliament.

According to current legislation, for driving a vehicle with state registration plates modified or equipped with the use of devices or materials that impede the identification of state registration plates, a fine of five thousand rubles or deprivation of the right to drive vehicles for a period of one to three months is provided.

Administrative sanctions for such violations have not changed for more than 10 years. Responsibility for a repeated similar offense is not provided at all. Underpayments to the budget from overloaded vehicles due to concealing license plates and evading weight control amount to significant amounts. This money could be used for the maintenance and restoration of roads, the State Assembly of Bashkiria added.

The bill proposes to punish deliberate concealment of state registration plates from recording with an administrative fine of 10 to 15 thousand rubles or deprivation of the right to drive vehicles for six months to one year. For repeated driving of a vehicle with hidden or modified license plates, the document provides for deprivation of the right to drive vehicles for one to one and a half years.

After receiving the conclusion of the Government of the Russian Federation, the bill is planned to be submitted to the State Duma for consideration.
