Draft law on parent’s right to block school uniforms introduction has been submitted to State Duma

A draft law on parents' right to block the school administration's decision to introduce a compulsory school uniform has been submitted to the State Duma for consideration.

The deputies proposed to amend Article 38 of the federal law "On Education in the Russian Federation".

The current legislation gives the right to educational organizations to establish requirements for children's clothing, taking into account the opinion of the council of students, the council of parents, and the representative body of employees of this organization and students in it (if any).

“In law enforcement practice, when deciding to introduce compulsory school uniforms, educational organizations do not consider that such a decision can lead to financial problems for some parents. Moreover, if most parents are against making such a decision, then they do not have any authority to prevent this,” the explanatory note emphasizes.

The bill's purpose is to give the parents of students the right to block the decisions of the leadership of an educational organization on introducing a compulsory school uniform.

“Given that school uniforms are the most costly part of acquiring the necessary school supplies to get a child to school, it is important that parents, as key stakeholders, have the opportunity to participate in this process actively,” the explanatory note says.
