The deputies of the State Duma, in the third reading, adopted amendments to the legislation, which provided for increased requirements for the protection of state secrets in Russia.
As follows from the official document, now the FSB can give an opinion on the inappropriateness of access to state secrets, binding on the heads of government bodies, enterprises, institutions, and organizations when making appropriate decisions. In case of refusal, the stay in a position related to obtaining classified information will be excluded.
It is noted that the basis for such a decision is the presence of citizens and their close relatives of foreign citizenship and residence permits, as well as violation of the requirements of the country's legislation on state secrets.
“The law introduces the concept of “secrecy regime” – a set of requirements, rules, and organizational, technical, and other measures to protect information constituting a state secret. The powers of the President of Russia are also specified: he will be able to change the procedure for admission during periods of mobilization or martial law. At the same time, citizens called up for military service will not have the right to refuse to issue an admission - it will be issued without their consent. Another amendment limits the right to leave the Russian Federation for Russian parliamentarians aware of information constituting a state secret and top secret. In addition, deputies of the State Duma and legislative bodies of the constituent entities of the Russian Federation, senators, judges, heads of municipalities, and lawyers who are admitted to state secrets, as well as aware of particularly important or top secret information, will also be required to notify the FSB and the Foreign Intelligence Service of the upcoming departure abroad,” - explained in the State Duma.
