Deputy Prime Minister of the Russian Federation Marat Khusnullin held a meeting of the Presidium of the Government Commission for Regional Development in the Russian Federation, which reviewed the implementation of national projects and government programs.
Giving an assessment of the pace of development of the construction industry in the first half of the year, Marat Khusnullin noted that good growth was observed in the first and second quarters. “Generally, the construction industry has been showing positive dynamics for three years. The growth in the volume of construction work is almost 15%. I thank the leaders of the regions for their contribution to this work,” the Deputy Prime Minister said.
Marat Khusnullin named the Penza Region, the Chechen Republic, the Republics of Buryatia and Tatarstan, the Samara Region, and the Republic of Bashkortostan among the best regions for implementing national projects and state programs.
“The conclusion of contracts is an important and systemic stage in the implementation of projects. It is important to understand that further work will not line up without it - the funds will not be brought to the region. Therefore, I draw all participants’ attention to the fact that contracting should be done as early as possible. At the moment, good results are shown by the projects “Rehabilitation of the Volga”, “Preservation of Lake Baikal”, and “Tourism” - 100% each, “Formation of a comfortable urban environment” - 99% and “Clean Water” - 99.4%,” said the head Ministry of Construction of Russia Irek Faizullin.
Separately, presidium members dwelled on Russian President Vladimir Putin's initiative on building and overhauling schools. Marat Khusnullin emphasized that it is necessary to intensify the overhaul, as only two months are left until the new academic year. The Deputy Prime Minister also instructed to form a similar program for constructing and repairing schools in four new regions until 2026.
In addition, the meeting approved the applications of new entities for particular treasury loans for the modernization of heat supply, water supply, and sanitation systems. “Access to high-quality housing and communal services is an important factor in comfortable living conditions for citizens,” said Marat Khusnullin.
According to the Deputy Prime Minister, the Donetsk People's Republic will receive 11.5 billion rubles to upgrade the housing and communal services systems in Donetsk, Gorlovka, Makeevka, Yasinovataya, Mariupol, Volnovakha, Svetlodarsk, and Mironovskoye. The Luhansk People's Republic has been approved to allocate 9 billion rubles for the modernization of communal infrastructure in the Alchevsk, Pervomaisk, Rovenki, Gorsky, Zolotoy, Anthracite, Krasnodonsky, and Perevalsky districts.
In the Kherson region, CCC funds for 2 billion rubles will be directed to the modernization of housing and communal services in the Skadovsky district, including Skadovsk, Genichesk district, Genichesk, Rykov, as well as Ivanovsky, Kalanchaksky, Novotroitsky, and Nizhneserogozsky districts. The Zaporozhye region will receive 2.5 billion rubles to overhaul networks, and the most significant projects are being implemented in Melitopol and Berdyansk.
Director General of the Territorial Development Fund Ilshat Shagiakhmetov noted that the program of budget loans for the implementation of infrastructure projects is part of the Government's socio-economic initiative "Infrastructure Menu". “Earlier, the implementation of 944 projects was approved, most of which provide for the creation of communal infrastructure. Now, for the first time, new regions will be able to use a similar tool, thanks to which we will improve the quality of services provided there,” said Ilshat Shagiakhmetov.
