Vladimir Putin signed several important laws

Russian President Vladimir Putin has signed several important laws concerning the lives of ordinary Russians. Among them are normative acts regulating the circulation of tobacco products, as well as attendance by schoolchildren of physical education lessons. The documents are published on the official portal of legal information. Bashinform News Agency studied them and selected the most important ones.

 

The President of Russia signed the Federal Law "On Amendments to the Code of the Russian Federation on Administrative Offenses."

Federal law establishes administrative liability for violating martial law. An administrative penalty in the form of administrative arrest for up to thirty days may be imposed for the specified offense. If the specified actions (inaction) are committed using a vehicle, an administrative penalty in vehicle confiscation may also be assessed.

It is established that judges of district courts consider cases of these administrative offenses.

The powers of officials of the internal affairs bodies (police), border authorities, military personnel and employees of the troops of the National Guard of the Russian Federation, and military personnel of the Armed Forces of the Russian Federation to draw up protocols on these administrative offenses, as well as to deliver and administratively detain persons in respect of whom proceedings are being conducted are specified.

 

Vladimir Putin signed a law providing for the possibility of entering the army under a contract for citizens with a criminal record and those recognized as limited fit for military service.

The corresponding document was posted on Saturday on the official portal of legal information.

This approach extends to periods of mobilization, martial law, and wartime.

According to this law, citizens who are recognized as partially fit for military service can serve under a contract if they do not have diseases specified in the list of the Ministry of Defense of the Russian Federation.

The explanatory note notes that "a significant number of citizens have been identified who wish to enter military service under a contract, from among those with whom a contract cannot be concluded," in particular, these are citizens with a criminal record. Currently, the legislation of the Russian Federation provides for the possibility of conscription of this category of citizens for military service for mobilization. The exception is those who have committed crimes against sexual integrity, convicted of terrorism, high treason, espionage, and other grave and especially grave crimes.

In addition, the law raises the age limit for contract service during the specified periods for those with a military rank of senior officer up to colonel general, admiral inclusive - up to 70 years old, and with a different military rank - up to 65 years old.

 

The President of Russia signed the Federal Law “On Amendments to the Code of the Russian Federation on Administrative Offenses”.

The federal law establishes the administrative liability of officials and legal entities for the illegal use of information systems and (or) programs for electronic computers belonging to foreign legal entities and (or) foreign citizens in cases provided for by the legislation of the Russian Federation on information, information technologies, and information protection.

It is established that judges consider cases of these administrative offenses.

The right to establish protocols on such administrative offenses is vested in the body’s officials exercising control and supervision in communications, information technology, and mass communications. At the same time, cases of such administrative offenses can be initiated without carrying out control (supervisory) measures in cooperation with a controlled person.

 

The President of Russia signed the Federal Law "On Amendments to Article 78 of the Criminal Executive Code of the Russian Federation."

The federal law provides for a change in the name of the day of military glory of Russia "September 3 - Day of the end of World War II (1945)" to "September 3 - Day of Victory over militaristic Japan and the end of World War II (1945)".
