Deputies will be engaged in powers redistribution in gold mining

At the suggestion of the Head of the Republic, Radiy Khabirov, the deputies will deal with the issue of redistributing powers in the field of gold mining, the press service of the State Assembly of Bashkiria told Bashinform News Agency.

A working group will be formed to prepare proposals for improving legislation in subsoil use. She will study the legal side of the issue of expanding the powers of the regions in terms of disposing of minerals.

“At a meeting of the State Assembly, Radiy Khabirov raised the topical issue of the right of residents to participate in decision-making on subsoil development. The fact that people's opinion today does not affect the issuance of licenses to subsoil users cannot but worry us since this is both a matter of social justice and an issue of the republic's environmental well-being. Alluvial gold mining in the Trans-Urals is another, but, unfortunately, not the only such story,” said Konstantin Tolkachev, speaker of the Bashkir parliament.

The working group will include deputies and subject matter experts.

“This is the scope of federal regulation. We must analyze this issue's entire array of regulatory legal acts to develop specific proposals. Soon, we will hold the working group’s first meeting,” explained Konstantin Tolkachev.

Recall that the Head of Bashkiria instructed the deputies of the State Assembly of the region to develop proposals for amending the federal bill "On Subsoil Use", according to which the right to issue licenses for gold mining would be transferred to the subjects of Russia.

Radiy Khabirov spoke at the next meeting and noted that the problem of gold mining by the "barbaric" loose method is very worrying for residents and the region’s government.

According to the Head of the Republic, the problem lies in the fact that gold miners receive licenses at the federal level without coordination with the government of Bashkiria and the municipality’s leadership. Therefore, the only way to resolve the issue is to transfer the authority to issue permits to the hands of the regional authorities.
