The deputies of the State Assembly of Bashkortostan adopted in the first reading the draft law "On introducing amendments and additions to the Constitution of the Republic of Bashkortostan".
Commenting on the decision of the deputies, the chairman of the regional parliament, Konstantin Tolkachev, said that this bill is aimed at bringing the Constitution of the Republic of Bashkortostan into line with the Federal Law of December 21, 2021 No. 414-FZ “On the General Principles of Organization of Public Power in the Subjects of the Russian Federation”.
“Several provisions on the structure and powers of state authorities supplement the Basic Law of Bashkortostan. At the constitutional level, the structure of the State Assembly is determined, the procedure for electing the chairman of the parliament and his deputies, and the formation of the presidium, standing committees, and commissions are fixed. The powers of the republican parliament are supplemented by monitoring compliance with the laws of Bashkortostan, hearing information about the activities of local governments,” the speaker of the parliament said.
According to the draft law, the Head of Bashkortostan ensures the coordination of the executive bodies of the republic with other state authorities in the region. It organizes their interaction with the bodies that are part of the unified system of public power in the Russian Federation.
“Among the significant innovations, I will note the increase in the subjects that can submit bills to the State Assembly. It is proposed to give the Youth Public Chamber under the State Assembly of the Republic of Belarus on issues of its jurisdiction with the corresponding right. This will improve the state youth policy, increase young people's civic engagement, and form their legal and political culture,” said Konstantin Tolkachev.
The draft law also sets out a list of issues related to the jurisdiction of the republic’s government. It is envisaged that the Head of Bashkortostan leads the republic’s government, and the prime minister organizes the work of the government. Specific provisions of the Constitution of the Republic of Bashkortostan are updated following the mentioned Federal Law.
Earlier, Bashinform News Agency wrote that the Head of Bashkiria instructed the deputies of the State Assembly to develop proposals for amending the federal bill "On Subsoil Use", according to which the right to issue licenses for gold mining would be transferred to the subjects of Russia.
