President Vladimir Putin signed law on electronic subpoenas for military servicemen

Russian President Vladimir Putin signed a law creating a unified register of persons liable for military service and introducing electronic subpoenas. The document was published on the official Internet portal of legal information.

The law establishes that the military register is formed by the military registration and enlistment offices in the manner prescribed by the government, in an automated mode based on information from the state information resource.

According to the document, citizens will receive electronic notifications and paper subpoenas. They can be sent to persons liable for military service in writing against receipt or by registered mail with acknowledgment of receipt. The electronic warrant will be considered delivered from the moment it is posted in the personal account on the State Services.

It is clarified that if the subpoena is not considered served in writing or electronically, it will be regarded as such after seven days from its placement in the register of subpoenas.

The law also provides for several provisional measures for evaders. So, citizens who did not appear at the military registration and enlistment office within 20 days after receiving the subpoena face a restriction on the right to drive a vehicle, RIA Novosti explained.
