



Issues of budget execution were discussed in the Republican Cabinet. Plans to fill the treasury are being fulfilled, but the collection of property taxes needs to be increased, Prime Minister Andrey Nazarov believes.
According to the Federal Tax Service for the Republic of Bashkortostan, in January-November 2022, the consolidated budget of the republic received 209 billion rubles in tax and non-tax revenues - plus 18% by 11 months in 2021.
Since September 1, when the campaign for paying taxes for 2021 began, more than 4 billion rubles have been received in the consolidated budget of the republic's property taxes - 13% more than last year.
Andrey Agapov, head of the Federal Tax Service for the Republic of Bashkortostan, recalled that since last year when evaluating the activities of municipal administrations, the effectiveness of work to increase income from property taxes of individuals had been taken into account: The result of the measures taken can be assessed by a comprehensive DTI indicator, which is calculated as the ratio of debt to income.
As of November 1, 2022, the value of the DTI indicator in the republic is 33.3 percentage points, which is 2.5 points lower than a year earlier. This is the average for the PFA.
DTI largely depends on the activity of municipalities, the measures they have taken, and their interaction with the tax authorities and departments.
The Prime Minister instructed to mobilize efforts to replenish local budget revenues:
"I ask the heads of municipalities to take measures to increase the collection of property taxes. I instruct the administrations and the Federal Tax Service to conduct large-scale information and explanatory work with the population on paying property taxes and paying off debts. A comprehensive plan of measures to increase tax and non-tax revenues of the Republic of Bashkortostan consolidated budget until 2025 sets a target - to reduce the ratio of tax debt to revenue by one percentage point annually. Debt reduction must be accelerated. I propose to revise the value of this target indicator upwards," Andrey Nazarov said.
