COVID-19 spread was legally enshrined as reason for emergency introduction in Bashkiria

In Bashkiria, amendments to the law of the republic "On protection of the population and territory from natural and man-made emergencies" came into force. In particular, representatives of the State Assembly-Kurultay included the spread of a dangerous disease in the concept of emergency situations.
“Now an emergency situation can be declared not only in connection with an accident, disaster or a dangerous natural phenomenon but also in connection with the spread of a dangerous disease. The law clarifies the powers of the republican authorities in a pandemic. When a high alert or emergency regime is introduced, they establish rules of conduct that must be followed by all citizens and organizations in the territory of the republic,” explained the chairman of the Bashkir parliament, Konstantin Tolkachev.
The Chairman of the State Assembly of Bashkiria admitted that the new coronavirus infection turned out to be an unforeseen challenge.
“The legislation did not provide for actions in case of an epidemic of this scale. Now we have the experience, understanding of how to act in such cases. The legislative framework must be brought into line with the new reality,” said Konstantin Tolkachev.
