Konstantin Tolkachev expressed his opinion on Constitution reform

Today, on the Constitution Day of Bashkortostan, a round table on the development of constitutional legislation was held at the State Assembly. The Constitutional Court of the republic organized it.

The Speaker of the Republican Parliament, Konstantin Tolkachev, welcoming the participants of the meeting, noted that on December 12, 1993, Russia began to write the latest history, in which the new Basic Law recognized the highest value of human and civil rights and freedoms, established the foundations of a democratic order and obliged the state to observe and protect these new core values.

The Chairman of the State Assembly marked that at present, the legal system of Bashkortostan was an integral part of the federal system, its logical continuation, and specification in the conditions of the republic, included six codes and over 240 basic laws, many by-laws and regulations and was of comprehensive nature. Konstantin Tolkachev also spoke about the possible directions for the development of constitutional legislation.

“In modern conditions, it seems appropriate at the constitutional level to resolve the issue of the form in which the Federation exercises its powers on matters of joint jurisdiction,” said the Speaker of parliament.

According to Tolkachev, specific provisions of the Constitution of Russia and Bashkortostan adopted in the transitional period were declarative in nature and fixed principles, goals, rather than existing realities. The round table also included reports and speeches on the development of constitutional legislation and the protection of citizens' rights. They discussed trends and pressing issues of the constitutional and legal development of the Russian Federation and its subjects, aspects of the implementation of constitutional norms, ensuring constitutional human and civil rights and freedoms. Following the results of the event, it is planned to publish round-table materials.
