Bashkiria Parliament initiative on protection of disabled people is recommended for consideration in State Duma

The State Duma may consider the draft Federal Law “On Introducing Amendments to Article 15 of the Federal Law “On Social Protection of Persons with Disabilities in the Russian Federation.” The draft legislative initiative regarding the creation of an accessible, barrier-free environment was developed by the State Assembly - the Kurultay of the Republic of Bashkortostan. The Commission of the Council of Legislators on Social Policy at the Federal Assembly of the Russian Federation supported the legislative initiative draft by the Bashkir deputies and recommended it for consideration by the State Duma.

“The essence of the bill is to strengthen state control over the environment accessibility and services for people with disabilities,” commented on Konstantin Tolkachev, Speaker of the republican parliament. “We propose to invest Rospotrebnadzor and Rostekhnadzor with supervising authority. Part of the supervisory functions may be transferred to the Bank of Russia. ”

According to Konstantin Tolkachev, the lack of a transparent system of state supervision leads to the fact that often only an appearance of accessibility is created.

The draft law submitted by the State Assembly of Bashkortostan was supported by the heads of parliaments of the Novgorod region, Kamchatka, Kabardino-Balkaria, and the Komi Republic.
