President announced expansion of payments recipients for children since 2020

Starting January 1, 2020, an average of 10-11 thousand rubles per child will be paid to families with an average income of two living wages, said Russian President Vladimir Putin during a Direct Line. Families with children aged 1.5 to 3 years will be able to count on about the same amount of social support in the near future.

“If starting January 1, 2020, we give families with two subsistence minimums [children's allowances in the amount of one subsistence minimum in the region] from zero to 1.5 years this means that 70% of families will have this kind of support. This will be noticeable,” said the president. “It would be strange to transfer at once to 1.5 the minimum subsistence level when a child has reached 1.5 years, that is, immediately reduce the number of families who receive this support. Therefore, I believe and I made this decision a long time ago, we will have to extend it to all families whose income is two living wages”.

In 2018, at the initiative of the President, a new support measure was introduced for families with children up to 1.5 years. To receive such a payment, each family member should have no more than one-and-a-half of the subsistence minimum established in the region. These benefits are paid from the federal budget. Families in which the first child appeared after January 1, 2018, and both parents have Russian citizenship are entitled to monthly payments. Earlier, the Bashinform News Agency reported that in Russia it is proposed to raise the childcare allowance at the age of 1.5 to three years to the level of the subsistence level of the child in the region according to the principle of targeted orientation. Today, compensation to parents (mother or father), relatives or guardians for a child under 3 years old is 50 rubles. The size of this monthly payment has not been changed for two decades since 1994.
