Konstantin Tolkachev’s working visit is amidst riots in Strasbourg

The Chairman of the State Assembly – Kurultay of Bashkortostan Konstantin Tolkachev is on a working visit in Strasbourg, where he participates in the 35th plenary session of the Congress of Local and Regional Authorities of the Council of Europe dedicated to the 30th anniversary of the European Charter of Local Self-Government. The topic of the session is “The integrity and ethical behavior of local and regional elected representatives”.
The Speaker of the parliament wrote on his Facebook page that for the first time he was in the midst of the riots and that the situation in the city was quite intense.
“There are meetings of Kurds in the city who came out with portraits of Öcalan”, commented on Konstantin Tolkachev in his blog. “A tear gas was used to disperse the demonstrators. Previously, I saw a similar scene only on TV in news releases. It is a quite intense situation at the sessions too. One of the key topics is the rights of migrants, including electoral ones, the situation in the border regions of European states, which are the first to accept the flows of migrants. The state of local democracy in Lithuania, Slovenia, the Netherlands, Georgia, Armenia, the results of elections in Moldova, the fate of refugees in Ukraine are discussed. The work of democratic institutions in the post-Soviet countries is in the focus of attention of members of the Congress. I spoke during the meeting, entered into a discussion with European parliamentarians on a number of issues. Unfortunately, we do not agree on all the topics, but we manage to build a dialogue in a constructive way. The Russian delegation defends its position”.
The work of the Congress will continue until November 8. The agenda of the session includes consideration of such topics as a conflict of interests at the local and regional levels, work with the debt burden of local governments, revision of the European Code of Conduct for all persons involved in management at the local and regional levels. A meeting of youth delegates and members of the Congress, an exhibition dedicated to the 30th anniversary of the adoption of the European Charter of Local Self-Government are planned.
