Putin has simplified Russian citizenship obtaining to foreign compatriots

Vladimir Putin has signed a new State Migration Policy Concept, which will simplify the obtaining of Russian citizenship to compatriots from abroad, federal media reported. He stated this at the World Congress of Compatriots Living Abroad. The concept will help to create "more comfortable conditions for our compatriots from abroad to move to Russia for permanent residence". It also implies the creation of "clear rules for entry and entitlement to residence, work, and Russian citizenship," the President said.

The concept, moreover, regulates the program development of the voluntary resettlement of compatriots living abroad to the Russian Federation. Over the 12 years of the program’s existence, about 800,000 people have moved to Russia, Putin said. “We will further facilitate the adaptation process, simplify procedures,” he assured.

In 2012–2017, “the migration flow compensated the natural population decline and became a source of additional labor resources for the national economy”. During this period, more than 1 million people took Russian citizenship, 525,000 of them - as part of the state program to assist compatriots. According to statistics, the average annual number of migrant workers was about 3 million people (3-4% of the average annual number of all labor resources). About 10 million foreign citizens annually arrive in the territory of the Russian Federation; more than 1 million foreigners permanently or temporarily live in Russia.

As for the internal migration, the main flows are still directed from the eastern part of Russia to the European one, the outflow of the population is directed to the Central, North-Western and South-Western regions.

The increased migration from the countries of the Middle East and North Africa to Europe is recognized as a threat. It has already become "a reason of negative socio-economic processes in European states" and contributed to the penetration into Europe of "members of criminal, terrorist and extremist structures", the authors of the concept state. “Such negative tendencies can become a threat both for the Russian Federation and for the states bordering it”, the document says.
