Rustem Khamitov held meeting of Anti-Corruption Commission

UFA, 28 August 2018. /Bashinform News Agency/ translated by Tatiana Aksyutina/. The Head of Bashkortostan Rustem Khamitov held a meeting of the Anti-Corruption Coordination Commission in the region.
The Head of the Region recalled that the Russian President Vladimir Putin signed a decree approving the National Plan for Combating Corruption for 2018-2020. The document envisages strengthening control over compliance with legislation in this area: in particular, it provides for carrying out sociological surveys to assess the level of corruption, the dissemination of certain anti-corruption bans and restrictions on certain categories of employees, and the extension of information about relatives.
Rustem Khamitov noted that the relevant changes had already been made to the republican anti-corruption plan.
Thus, from January 1 of the next year, all those who are obliged to provide information on income and property will have to do this using a special computer program. This applies to deputies of all levels, heads of state and municipal institutions, state and municipal employees. Previously, this practice has already been introduced in relation to members of the Government, deputy ministers and employees of the Administration of the Head of the Republic.
In addition, in accordance with the federal law, in 2018 all deputies of local councils are required to provide information on incomes directly to the Head of the Republic. Rustem Khamitov recalled that due to non-compliance with this requirement, 25 deputies had already lost their mandates. Appropriate checks are underway in relation to some of them.
The Head of Bashkortostan also spoke about a new body, formed as part of the interdepartmental Council for Public Security - an Anti-Corruption Department.
As a result of the declarations campaign of 2018, more than 30,000 incomes statements were received from almost 9,000 local deputies. Based on the results of this information analysis, 25 deputies have already been deprived of their powers ahead of schedule.
Besides, according to the National Plan for Combating Corruption for 2018-2020, changes are made to the questionnaire submitted by persons claiming to fill the posts of the state civil or municipal service. Now they will need to specify information about the spouses of their brothers and sisters and about their spouses’ siblings in order to identify possible conflicts of interest.
As a result of the meeting, an information form about an official and his close relatives, a questionnaire on compliance with restrictions and bans on the civil service, requirements for prevention or settlement of conflicts of interest, as well as methodological recommendations for ensuring work on combating corruption in organizations subordinated to state bodies of the republic were defined.
