Konstantin Tolkachev is to present Russian national policy strategy to European parliamentarians in Strasbourg

The Speaker of the Bashkortostan Parliament Konstantin Tolkachev is on a working visit to Strasbourg, where he will take part in the 34th plenary session of the Congress of Local and Regional Authorities of the Council of Europe in the Palais de l'Europe.

The session will last three days. On Monday, March 26, meetings of delegations, committees, political groups, as well as a meeting of the Russian delegation at the Permanent Mission of Russia to the Council of Europe will take place. In the next two days, such topics as the integrity of the national state, promotion of human rights at the local and regional levels will be considered in the framework of a plenary session and meetings of the Chamber of Regions and the Chamber of Local Authorities.

"The key theme of the session is defined as a human rights-based approach to governance at local and regional levels," commented on Konstantin Tolkachev. "During the meetings, we will exchange experience of holding referenda in different countries, will discuss the responsibility of authorities for the fate of refugee children in Europe, local elections organization in Moldova, Georgia, and Macedonia, the state of local democracy in Latvia, Andorra, Liechtenstein, Monaco and San Marino".

In the course of the plenary session, an opening of the stand dedicated to the 25th anniversary of the Union of Russian Cities is planned. In addition, Konstantin Tolkachev will address his European counterparts with a report "Regional identity and integrity of nation-state" at a meeting of the Chamber of Regions.
