Members of the Federation Council, State Duma deputies, members of the Government, heads of the Constitutional and Supreme Courts, the governor's corps, the chairmen of the legislative assemblies of the entities of the Federation, the heads of traditional faiths, public figures, including the heads of the State Duma, public chambers of regions, heads of the major mass media were present at the ceremony held at the "Manezh" Central Exhibition Hall.
