Liliya Gumerova: "Consolidated position on law on science should be developed"

UFA, 5 February 2018. /Bashinform News Agency/. The First Deputy Chairman of the Federation Council Committee for Science, Education and Culture Liliya Gumerova took part in a meeting of the Science Council of the Ministry of Education and Science of Russia. It was devoted to the development of a new federal law "On scientific, technical and innovative activities in the Russian Federation".

According to the Senator, the most important thing in the process of the document developing is to elaborate a consolidated position that will suit all parties.

"Now we in the Federation Council we are preparing to hold parliamentary hearings with the Ministry of Education and Science of the Russian Federation scheduled for March this year. The hearings will be attended by parliamentarians, representatives of federal and regional public authorities, the Russian Academy of Sciences, the scientific and expert community. We are sure that the results of the discussion will be productive and will help creating a verified and coordinated document", Liliya Gumerova said.

She believes that the law is of framework nature in its structure and it is advisable to consider it together with a package of legislative amendments to the Tax and Civil Codes, other laws, by-laws.

The Senator also noted the importance of early adoption of measures to simplify the procurement procedure for research and technological development.

"This issue is raised by the scientific community not for the first time, and it is very important from the viewpoint of providing researchers with an opportunity to react promptly and to change the experimental design", the legislator stressed.
