Mikhail Babich delivered report at VFD Legislators Association meeting in Ufa

UFA, 8 December 2017. /Bashinform News Agency/. The Plenipotentiary Envoy of the President of the Russian Federation to the Volga Federal District Mikhail Babich, who is on a working visit in our republic, took part in a 52nd meeting of the Association of Legislative (Representative) State Authorities of the Subjects of the Russian Federation of the Volga Federal District.
The meeting was also attended by representatives of the Federal Assembly of the Russian Federation, heads of legislative bodies of the regions of the region - members of the Association of Legislators of the Volga Federal District.
Opening the meeting, Mikhail Babich noted that over the years of joint work of the Plenipotentiary Envoy Office and members of the Association, strategic issues had been resolved, and legislative foundations for the activity of the business ombudsmen institution had been created. Together with the Association, much work was done to promote proposals for improving migration legislation at the federal level. As a result of joint activities, a significant reduction in the control and supervisory activities in relation to local government bodies was implemented. For two years, the total number of checking procedures decreased by 38 percent, the number of imposed penalties decreased by 44 percent, and the number of local authorities' involvement in administrative responsibility decreased by 19 percent.
Mikhail Babich stressed that currently, one of the priorities of the Association and the Plenipotentiary Envoy Office were issues of countering corruption in the system of state administration.
The Plenipotentiary Envoy of the President of the country drew attention to the need to take legislative measures in order to exclude situations when persons having criminal records could occupy municipal offices, and also to make it impossible to stay in the municipal service of those serving a conditional sentence.
In addition, the event discussed the issues of reporting income to the heads of regions by persons who take up municipal offices and the posts of heads of local administrations. Besides, the upcoming presidential elections and measures to preserve law and order during the electoral process were discussed.
