Vladimir Putin approved criteria for assessing regional officials’ effectiveness

UFA, 16 November 2017. /Bashinform News Agency, Elmira Sabirova/. Russian President Vladimir Putin signed a decree, according to which he approved a list of 24 criteria for assessing the effectiveness of executive authorities in the Russian regions.
The corresponding document signed by the head of state was published on the official website of legal information.
A significant number of economic criteria were added to the updated list. Among them there is a share of the population with incomes below the subsistence minimum, gross regional product growth rate, volume of investments in fixed capital per capita, integration index of an entity in the national investment climate rating, tax revenues of the consolidated budget of an entity, ratio of the annual state debt to the regional revenues budget, as well as the share of overdue accounts payable in the consolidated budget of the region.
Previously, the effectiveness of regional officials was assessed by 11 criteria.
Heads of regional entities will be obliged to submit reports to the Government of the Russian Federation on the actually achieved values of indicators before October 1 of the year following the reporting year to assess the effectiveness of the executive authorities and their planned values for a three-year period.
The Government will have to approve a methodology for calculating indicators, as well as submit to the President annually, before November 1, a report on assessing the effectiveness of regional authorities.
