Liliya Gumerova: "Family and childhood protection has been and remains priority for Upper House of Federal Assembly"

UFA, 2 June 2017. /Bashinform News Agency, Galiya Nabieva/. The First Deputy Chairman of the Federation Council Committee for Science, Education and Culture Liliya Gumerova on the International Children's Day, June 1, took part in the Republican Parent Forum in Ufa. The parliamentarian greeted the forum participants on behalf of the Federation Council.
Liliya Gumerova named signing by the President of Russia of the Decree on the Decade of Childhood in Russia the main event that had happened on the eve of the Children's Day.
The parliamentarian told the forum participants about innovations in legislation aimed at protecting childhood.
"There is nothing more important than health and life of children, and today one of the important problems is high mortality rate from external causes - accidents, road accidents, murders. Although for five years in Russia this indicator has decreased from 24 to 18 percent per 100,000 minors, new risks are emerging. In 2016, there was a sharp increase in number of suicides, inspired by so-called "death groups" in social networks, 720 minors committed suicide", Liliya Gumerova said.
The Senator noted that the Russian Parliament worked systematically to create legislative acts aimed at preventing such phenomena, and toughening criminal liability measures.
Liliya Gumerova spoke about the work being carried out in the country on prevention of social orphanhood.
"The interests of children can be protected in the best possible way only in a family. And today the state's efforts are first of all aimed at prevention of social orphanhood, and this helps to achieve our goal - the number of social orphans is decreasing, fewer children are abandoned at birth,"Luliya Gumerova said.
For five years in Russia, the number of children whose parents were deprived of parental rights has decreased by 27 percent.
"In Bashkortostan, the Head of the Republic five years ago set a task to improve guardianship agencies work, to direct their efforts to prevent social orphanhood, and set up special departments for working with families in guardianship agencies. As a result, we received a reduction of 35 percent", Liliya Gumerova said.
According to the Senator, the next step is prevention of family troubles. The parliamentarian believes that along with the development of legislative measures and creation of mechanisms for their implementation, all methods and opportunities that lead to an increase in strengthening the family institution, promotion of family values, creation of conditions for family well-being and development of children should be used.
