Rustem Khamitov took part in joint meeting of Russian Security Council Secretary and Presidential Envoy to Volga Federal District

UFA, 17 May 2017. /Bashinform News Agency/. On May 16, in Kazan (Tatarstan), the Head of Bashkortostan, Rustem Khamitov spoke at a joint visiting meeting of Nikolai Patrushev, the Secretary of the Security Council of the Russian Federation, and Mikhail Babich, the Russian Presidential Envoy to the Volga Federal District, with leaders of the Volga Federal District.
The meeting discussed measures to prevent terrorism and extremism, as well as countering illegal migration.
Opening the meeting, Mikhail Babich noted that the system of extremist and terrorist manifestations prevention had been formed and functioning in the district, with monitoring interethnic and inter-confessional situation, and developing an algorithm for responding to its change.
"As a result, no terrorist acts were committed with use of explosive devices that entailed human casualties in the territory of the District in 2014-2017," the Russian Presidential Envoy underlined. "In 2016 security agencies neutralized the threats in the territory of Bashkortostan, Tatarstan, Kirov and Nizhny Novgorod regions".
One of the serious problems Mikhail Babich named increasing threats emanating from international radical organizations, whose forms and tactics of conducting terrorist activities were constantly transforming.
In the opinion of Mikhail Babich, one of the ways to counteract realization of criminal intentions by members of terrorist and extremist organizations, as well as persons speculating on interethnic and inter-confessional relations, is preventive work - taking measures to obtain pre-emptive, reliable information at all levels and timely neutralize threats.
"This activity takes on a particular importance during preparation and holding of important international sports and socio-political events," the Presidential Envoy to the Volga Federal District said. "First of all, it is the FIFA Confederations Cup 2017, the September elections of a number of heads of subjects and deputies of regional parliaments, representative bodies of municipalities, and elections of the President of the Russian Federation in 2018 and the 2018 FIFA World Cup."
Speaking about illegal migration, Mikhail Babich noted that it affected many spheres of society and the state.
Currently, criminal law measures taken by law enforcers to prevent illegal migration failed to give the expected result.
Mikhail Babich indicated gaps in the federal legislation and appealed to the participants with a proposal for their detailed elaboration.
In turn, Nikolai Patrushev stressed the need to improve mechanisms for interagency cooperation to enhance the effectiveness of measures to prevent the spread of the religious extremism ideology and increase in terrorist activities, to counter illegal migration.
In addition, the Secretary of the Security Council of Russia marked the importance of strengthening outreach work with representatives of national diasporas, foreign citizens and their employers regarding the requirements of the Russian migration legislation and responsibility for its violation.
Within the framework of the meeting, representatives of federal ministries and departments, law enforcement agencies, heads of regions of the region, members of the Security Council of Russia delivered reports. Suggestions were made to address the identified problems and issues.
