Liliya Gumerova proposed to establish cooperation connections between single-industry towns

The Senator from Bashkortostan Liliya Gumerova, speaking at a meeting of the Federation Council, as a further development of single-industry towns offered a new approach to the development of the territories through the establishment of cooperation between them. In Russia, there are 319 single-industry towns, of which 11 have the status of the priority social and economic development area (PDA), two of these areas are in Bashkortostan - the cities of Kumertau and Belebey.

Liliya Gumerova notes that, in accordance with the legislation city-forming enterprises cannot be residents of the PDA, and the enterprises that supply materials and components for them, have strict restrictions on revenues. "We offer to withdraw from the production chains the most labour-intensive productions and transfer them to the territory of other nearby single-industry towns. Or companies that supply materials and components to the city-forming enterprise can be transferred to another single-industry town. For instance, the Tolyatti "AvtoVAZ" could open a division in the city of Kumertau. The Kumertau Aviation Company could open its unit in Togliatti. Thus, the newly established companies are registered as PDA residents and start working in a new environment for the development of city-forming enterprises in other single-industry towns", said the First Deputy Chairman of the Federation Council Committee for Science, Education and Culture.

According to the Senator's opinion, such approach would lead to creation of new jobs and replenishment of territorial taxation base. The First Deputy Prime Minister RF Igor Shuvalov supported the proposal and noted that it was worthy of further study and development.
