Vladimir Putin signed law on children's leisure organization

The Russian President Vladimir Putin signed a law on children's leisure organization, which tightens the requirements to the safety of life and health of children. The document is posted on the official web portal of legal information.

The law provides for the mandatory uniform requirements, which the organization of leisure and health activities for children must comply with, regardless of their form of ownership and departmental affiliation, and it establishes general requirements for tourist routes for children, according to RIA Novosti. It is also proposed to establish a federal register of information on the organizations providing rest and rehabilitation services for children.

The document clarifies and distinguishes between powers and responsibilities for children's leisure and safety between federal and regional executive authorities, local self-government. In addition, it points to the need to provide children in difficult situations with recreation trips, including travel to the place of recreation and back.

The law establishes the duty of tour operators, travel agents and tour service organizations to comply with the established requirements for tourist routes, their passage by the minors and notification procedure of the competent authorities about the place, date and duration of such routes going over.

The document provides for the development and adoption of professional standards and qualification requirements to avoid untrained people working with children.

Recall that the attention was focused on children's leisure in Russia after a tragedy in Karelia, which took place on June 18. The children from the "Park Hotel "Syamozero" camp went for a ride over Syamozero Lake with the instructors. Their canoes overturned. 14 children were killed.
