Vladimir Putin has defined general principles of regional public chambers activities

UFA, 24 June 2016. /Bashinform News Agency, Galiya Nabieva/. The Russian President Vladimir Putin has defined the general principles of organization and activity of public chambers in the subjects of the Russian Federation. The relevant federal law was signed yesterday.

The document establishes unified approach to all public chambers of the Russian Federation, to their status, aims and objectives, the way of formation, structure and powers.

In particular, the federal law sets forth that a candidate member of a public chamber of the Russian Federation entity shall be a citizen of Russia, having residence in the territory of the entity and experience in the representation and protection of rights and legitimate interests of citizens for at least three years.

In accordance with the federal law, one third of members of a public chamber of the entity is approved by the highest official of the entity on the proposal of structural units of national and interregional public associations registered in its territory, one-third – by the legislative (representative) state authority of the entity on the proposal of regional associations and other non-profit organizations registered in its territory. Then the approved two-thirds of the members of the public chamber determine the structure of the remaining one-third of its members from nominations submitted by local community associations.

To date, the work of public chambers of the Federation was governed by local law. This practice revealed shortcomings in their operation: regional laws provisions differed greatly from each other.
