UFA, 15 June 2016. /Bashinform News Agency, Alexander Smirnov/. On June 14, in Cheboksary (Chuvash Republic) the Head of Bashkortostan Rustem Khamitov took part in a joint meeting of the Russian Federation Security Council Secretary Nikolay Patrushev and the Plenipotentiary Envoy of the Russian President to the Volga Federal District (VFD) Mikhail Babich.
At the meeting, in particular, the issues of environmental safety in handling the production and consumption waste were discussed.
Mikhail Babich focused on the most important problems of environmental safety in the district. According to the Envoy, in many ways they are associated with an increase in industrial development pace and non-efficient waste management organization.
“The fourth part of the country's industrial complex is concentrated in the territory of the district. As a result of economic activities of enterprises and citizens 2.5 billion tons of waste is accumulated. Only 27 percent of the total volume of newly generated waste is subject to use and disposal each year”, said Mikhail Babich.
The Envoy also stressed that the district entities were facing problems in organizing activities in the sphere of production and consumption waste, in accelerating their involvement in secondary production, as well as in development of the legal framework for the medical and biological wastes, pesticides and agrochemicals.
Mikhail Babich marked that the issues of environmental safety in the district were under special control. The district created an interdepartmental working group on monitoring the environmental situation.
Note that for the disposal of solid municipal waste (MSW) only in Bashkortostan 47 landfills were established, 39 of which were built at the expense of the republican budget. In addition, 156 companies engaged in collection and processing of secondary material resources operate in the republic.
In 2011, it was adopted a republican target program to improve the solid municipal waste management system in the period up to 2020. It sets forth procedures of public-private partnership for the production facilities development for secondary material resources use.
In the past four years there has been marked a positive trend in construction of material recovery facilities in the republic. If in 2008 in the territory of Bashkortostan only two such facilities operated, then today there are nine of them. Two more sorting facilities are being constructed in Tuimazy and Salavat.
