Rustem Khamitov: "We strive for making our republic a region of talented youth attraction"

On January 25 in Ufa, the Head of Bashkortostan Rustem Khamitov spoke at the welcoming session of the Round Table Conference on Youth Employment and Social Partnership Development, which was organized by the Russian Union of Industrialists and Entrepreneurs as part of the first meeting of the Ministers of Labour and Employment of the BRICS countries.

According to the Head of the Republic currently the youth is experiencing serious problems in employment. University graduates are faced with a lack of demand in the labour market. Among the reasons for this situation, Rustem Khamitov named the stereotypes of employers towards young professionals, incorrect vision of the labour market by youth and decline in prestige of productive labour among a large part of young people.

“It is estimated that 80 percent of young people will have a higher education in 2025. And only 20 percent will not graduate from universities”, said the head of the region. “But more than 80 percent of vacancies in the labour market are blue-collar jobs. So the situation is quite the opposite. The educational system in many respects lags behind the needs of the labour market and the educational process is often cut off from the modern labour realities.”

The dual principle in human resources training – combining the educational process with the real production is implemented in the republic to solve this problem.

“Another successful model of such integration is multifunctional centres of applied qualifications” Rustem Khamitov said.

In addition, the internship of graduates with reimbursement of their salaries to employers is practiced in Bashkortostan. More than 12 thousand young professionals took part in the program, 70 percent of which were employed at the end of the internship on a permanent basis.

“The system of continuous education is important for improving the competitiveness of the workforce. Today e-learning system is very popular. It is gaining momentum. Our task is to ensure that all employees with university degrees or blue-collar workers will be in constant learning process,” said the Head of the Republic. “We strive for making our republic a region of talented youth attraction.”
