Rustem Khamitov has held a meeting on prevention of offenses against children

On October 5, at the House of the Republic the Head of Bashkortostan Rustem Khamitov held a session of the permanent coordination meeting of law enforcement in the region, dedicated to the prevention of offenses committed against children. It was attended by members of the Government RB, heads of ministries and departments, heads of municipalities.

“We start the work of our coordination meeting with a very difficult, complex topic. Last week, our republic was shocked by a murder of the fifth grader of Ufa school. Moreover this offense was committed with special cruelty and cynicism, in the heart of the city, in broad day-light,” Rustem Khamitov said.

According to the Head of the Republic, this tragedy demonstrated a difficult situation with crimes against children. Since the beginning of the year in the republic more than two thousand criminal abuses committed against minors were registered. Compared with the same period last year, the number of such crimes has increased. The increase in crime against children is registered in the cities of Ufa, Oktyabrsky, Sibay and Alsheevo, Balgoveschensk, Duvan, Iglino regions.

The analysis shows that the main causes of criminal assault against children is inadequate execution of their powers by authorities and bodies of crime prevention system, lack of close and efficient inter-agency cooperation between them, late adoption of pre-emptive measures by the authorized bodies.

Among the preventive measures Rustem Khamitov named patrolling the streets and parks, areas around schools and kindergartens, institutions of further education and other social facilities, involving people's guards.

“We should pay particular attention to the elimination of potentially dangerous places - forest areas, abandoned buildings, garage co-operatives. We should take measures where it is required on lighting, landscaping, conducting regular raids to prevent a possibility of anti-social groups appearance with negative behavior and criminal intentions”, the Head of Bashkortostan said. “We need to organize our work in such a way as to restore the confidence in law enforcement agencies, authorities, to ensure the protection of children in full, to work on prevention, elimination of such cases. We should work so that such crimes could not happen in the territory of our republic.”
