Rustem Khamitov took part in a joint meeting of Security Council Secretary RF and Presidential Envoy to VFD

UFA, 30 September 2015. /Bashinform News Agency, Alexander Smirnov/. On September 29, in Ulyanovsk the Head of Bashkortostan Rustem Khamitov took part in a joint retreat of the Secretary of the Russian Security Council Nikolay Patrushev and Russian President Plenipotentiary Envoy to the Volga Federal District (VFD) Mikhail Babich. It is reported by the press service of the Head of the Republic.
Measures to combat violations in the field of water management and more efficient use of water resources were touched on at the meeting. Staffing issues of companies and organizations of the military-industrial complex were also discussed there.
Mikhail Babich said that the importance of water resources for the Volga Federal District cannot be overestimated.
“Volga-Kama basin occupies a large part of most of the subjects of the district. For example, about 45 percent of industrial and 50 percent of agricultural production in Russia are located near the Volga River. The high concentration of industrial facilities and population centres in the basin has led to the fact that approximately 16 percent of total emissions of harmful substances into the air and about 17 percent of wastewater discharge into surface water are accounted for the Volga Federal District”, said the Russian Presidential Envoy.
Another important issue mentioned by Mikhail Babich was water scarcity emerged under the influence of climatic factors. According to experts, it will last until 2029. The water level falls in the rivers of the district leading to both environmental and economic problems. In particular, the volume of cargo transportation by water transport reduced, their costs significantly increased. Forced abandonment of relatively cheap river transport of goods leads to financial losses of millions of rubles a year. At the same time the load on the roads increases giving rise to their repair and maintenance costs. Over the past five years the amount of the additional costs for these purposes amounted to 3 billion rubles.
The Russian Presidential Envoy to the Volga Federal District also identified the most pressing problems related to the violations of law and crimes in the sphere of water management. In particular, he raised the issue of illegal mining of non-metallic building materials.
The Russian Security Council Secretary Nikolay Patrushev emphasized the need to address the issues of providing the population with quality drinking water, safety of hydraulic structures, and active struggle against criminal manifestations in the field of water management.
Nikolay Patrushev said also that currently there were a number of problems in preparation of personnel for the military-industrial complex. It concerns the lack of cooperation between defense industry enterprises and educational institutions. The Russian Security Council Secretary proposed applying public-private partnerships more actively, including in solving social issues of employees, as well as developing a legislative framework governing legal relations in the system of human resources training for the military-industrial complex enterprises.
