Rustem Khamitov has held a meeting of the Government of Bashkortostan

UFA, 30 September 2015. /Bashinform News Agency, Alexander Smirnov/. On September 30, in Ufa, the Head of Bashkortostan Rustem Khamitov held a meeting of the Government of the republic. One of the topics of discussion was cooperation of higher education and industries.

Rustem Khamitov noted the fact that an integrated model of innovative development was implemented in the republic, which involved institutions of the Academy of Sciences and the Russian Academy of Sciences, Ufa Scientific Centre, universities, and research departments. Many universities have set up and operate innovative structures, small businesses, and formed industrial parks. New forms of e-learning using the resources of several educational institutions and employers started to be implemented.

“However, the dual training - directly on-the-job training – is actually in its infancy. Real participation of enterprises in the training is very small”, said the Head of the Republic.

The creation of innovative Technopolis in Ufa supervised by the Deputy Prime Ministers Dmitry Sharonov and Salavat Sagitov will largely contribute to solution of this problem.

The Deputy Prime Minister RB Salavat Sagitov made proposals to improve cooperation of the republican universities with businesses and enterprises of the region.

“Every year 30 thousand specialists graduate from universities of Bashkortostan of them only 76.3 percent are employed immediately after training”, said the Deputy Prime Minister.

At an acute shortage of highly skilled workers today four people claim for one accountant vacancy with higher education, eight for teacher position, two people for lawyer job.

As a way out of the situation it was proposed to recommend educational organizations each year to determine the amount of training for the relevant academic year based on the forecast requirements of the labour market.

One of the areas of cooperation between educational institutions and businesses should be creation of resource centres for training, retraining and advanced training of specialists. Creating a web-based Bashkortostan University will also allow using the resources of different universities, organizations and enterprises in the framework of a particular educational program.

At a government meeting also the effectiveness of the executive authorities of the republic in the first half of 2015 was discussed. Rustem Khamitov said that since August of this year, the Government Office was in charge of it.

“If we speak about current results that in the first half of the year there are some ministries that have not reached the target performance. We will examine each unperformed position and bring to responsibility the people who worked so poorly.”

Another issue on the agenda was the outcome of the republican state programs implementation for the first half of 2015.

“You know that two years ago in the republic a transition to program-target method of budgetary system organization was begun. Now, 85 percent of budgetary resources are allocated through state programs. We have to reach 100 percent. And we need to specify the targets of already adopted programs”, Rustem Khamitov said.
