Vladimir Putin supported the initiative of Bashkortostan lawmakers

UFA, 13 July 2015. /Bashinform News Agency, Galiya Nabieva/. The Russian President Vladimir Putin signed a law brought in by the State Assembly - Kurultay of Bashkortostan. Amendments to the Law "On General Principles of Local Government in the Russian Federation", which were initiated by the deputies of the State Assembly of the Republic of Bashkortostan, provide for the removal of legal uncertainty on the issue of subventions from the federal budget.

In 2013, amendments were made to the Budget Code of Russia and a number of other legislative acts excluding a provision on approval of federal subventions by the federal law. Thus in the Federal Law "On General Principles of Local Government in the Russian Federation", this provision is not revoked, it is still valid. This situation creates ambiguity in the federal legislation.

"The emergence of legal uncertainty in such a serious matter as allocation of funds from the budget is unacceptable,” the Chairman of the State Assembly of the Republic of Bashkortostan Konstantin Tolkachev considers. “Implementation of the law is aimed at addressing conflicts of above mentioned legal provisions of the federal law".
