Rustem Khamitov made a report at a meeting of the Volga Federal District Council on housing

On March 31, in Penza the Head of Bashkortostan Rustem Khamitov made a report at a meeting of the Council under the Plenipotentiary of the President of the Russian Federation to the Volga Federal District, where issues related to the situation in the housing market, development of mortgage lending, measures to increase the construction of low-income housing were discussed. It was attended by regional leaders, the Minister of Construction, Housing and Utilities of the Russian Federation Mikhail Men, the State Duma and Federation Council members, heads of relevant federal agencies.

According to the Plenipotentiary of the President of Russia to the Volga Federal District Mikhail Babich, special attention in this regard should be given to the construction of economy-class housing.

Rustem Khamitov in his speech marked that the volume of housing construction in Bashkortostan ranked first in the Volga Federal District. Last year, 2.65 million sq m of housing were commissioned in the republic, including 37 percent - by contractors.

“We have implemented a program of housing construction savings system. The program aims to increase the number of mortgage loans while reducing the level of interest rates and commissioning houses of "economy class", the Head of Bashkortostan said. “Since the start of the program the total amount of funds accumulated in the accounts of participants in the partner banks exceeded 340 million rubles. 70 million rubles were directed from the budget of the republic to subsidize these savings for people with low-income. If 20-25 thousand people a year get mortgage loans, we put into operation over 30-35 thousand apartments and this program becomes an important and significant element of all mortgage lending.”

The Head of the Region told about a mechanism of the program and offered to bring it to the federal level. Mikhail Babich highly praised the results achieved.

Following the meeting of the Council a set of proposals to change the legal and regulatory framework governing the housing issues will be formed.
