Rustem Khamitov: "Excessive bureaucracy and inefficient HR management weaken human capacity of companies"

UFA, 13 November 2014. /Bashinform News Agency, Iliya Spiridonov/. On November 13, at the House of the State Assembly – Kurultay RB, the President of Bashkortostan Rustem Khamitov spoke at the plenary session of the III Interregional HR Forum "Human Capital Management: Strategies for Change."

Rustem Khamitov said that the topic of the event had much in common with his recent Address to the Parliament of Bashkortostan.

Rustem Khamitov drew attention to the problem issues of the existing personnel policies affecting the efficiency of enterprises and organizations.

“The situation in our republic is the same as in the country - not ideal. Many businesses have chronic problems accumulated through decades. Excessive bureaucratization of management, work according to old, obsolete rules, inefficient HR management, adoption of short-sighted decisions and curtailment of social programs considerably weaken human resources of companies”, the head of the republic said.

Among the important aspects that in the coming years may affect the human resource management, Rustem Khamitov named a decline in number of population of the working age, growth of migration processes, mismatch of labour market and vocational training.

Bashkortostan President urged the Forum participants to strive for open personnel policy, relevancy and effectiveness of the personnel decisions.

“I believe that the public authorities can learn from the most effective, successful businesses. And not only in terms of "fair rules of the game" when searching for talented professionals and their further growth, but in terms of general use of new tools of personnel management, skilled personnel rotation, its competent motivation to achieve the best results”, the head of the republic said.
