Vladimir Putin has submitted a bill banning psychoactive substances to the State Duma

UFA, 31 October 2014. /Bashinform News Agency, Galiya Nabieva/. The Russian President Vladimir Putin has submitted to the State Duma a bill aimed at combating trafficking of new psychoactive substances.
This is the so-called Spices - synthetic or natural substances that produce a narcotic or intoxication effect dangerous to human health and life.
The bill offers to include substances that cause narcotic or intoxication effect and that do not have sanitary or epidemiological requirements or marketing control measures approved for them into the new register of potentially dangerous psychoactive substances and to establish a ban on their turnover in the Russian Federation.
The register of new potentially dangerous psychoactive substances should be created by the Drug Control Agency RF. After adopting of the law the new register will be officially published.
It is provided criminal liability for such substances trafficking, administrative liability for their consumption.
