Rustem Khamitov attended a meeting of the State Council Presidium

On February 17 in Cherepovets (Vologda region) the President of Bashkortostan Rustem Khamitov attended a meeting of the State Council on the state policy in the field of family, motherhood and childhood chaired by the Russian President Vladimir Putin. During the meeting, the execution of relevant provisions of May Presidential Decrees was discussed.
Opening the meeting, Vladimir Putin said that "creation of conditions for growth of birth rate, maternal and children health, strengthening of family institution are priority social tasks in Russia.”
At present the Russian government is working over new concept of family policy.
The problem of shortage of places in kindergartens was discussed.
“Today more than one million and a half children need day-nursery places,” Vladimir Putin said. “It is necessary to develop a system of nursery care for children less than three years, to facilitate the implementation of business projects aimed at providing such services, to involve actively volunteer organizations in this work, providing them with appropriate support.”
As for places in kindergartens for children from three to seven years, the President of Russia said that across our country 425 thousand children were in waiting lists for pre-school facilities.
Touching on the issue of family troubles and social orphanhood, the President RF said that every year in Russia about 51 thousand parents were limited in parental rights or were deprived of parental rights, and almost 62 thousand children became orphans with parents alive.
Journalists asked questions Rustem Khamitov about how it was managed to avoid waiting lists to kindergartens in some areas and cities of Bashkortostan. He said that back in the year of 2010, the republic began an extensive program on new kindergartens construction. In 2011 nearly five billion rubles were directed for the construction of pre-school facilities. In 2012-2013, the program continued but not with such rates. Nevertheless, over three years it was managed to reduce waiting lists to republican kindergartens almost thrice. And in number of cities and large settlements of the republic, such as Salavat, there are no waiting lists at all. This is a result of massive funding of new kindergartens construction.
Concerning assistance in this matter by private sector capital Rustem Khamitov said that it was reluctant in this area.
“Today kindergartens are a prerogative of the state budget financing,” the President RB said.
