Rustem Khamitov summed up the execution of his Addresses to republican parliamentarians over the past years

The President of Bashkortostan Rustem Khamitov making his annual Address to the State Assembly - Kurultay RB, summed up the execution of his Addresses during the previous years.
“Raising of living standards in the republic is the main motive of my previous Addresses to the deputies. As part of solving the problems we succeeded in a number of ways to achieve certain results. For example, the number of commissioned places in kindergartens increased multiply, rates of providing housing for orphans accelerated many times, the Fund of social housing was founded, which enabled the public sector to acquire housing. Infrastructure of cities and towns, local areas and places of recreation go through accomplishing. We created the republican investment legislation providing the conditions for strong growth in capital investment. The programs "The Third Age University", "Social Tourism", "Accessible Environment" were launched. The material and technical support of health facilities, educational and cultural institutions was improved. The best artists and groups are provided grants for the implementation of major projects, many of which are highly appreciated by our viewers. And most importantly - the authorities started to listen to people and hear them” the head of the republic said.
“Of course, not everything goes as smoothly as we would like it to be. The republic still has no federal or national research university. The outflow of talented graduates to universities of Moscow, St. Petersburg, and neighboring regions does not decrease. Our universities are quite separate and operate and survive individually. There is no IT Park, implementation centres so far. Decisions on creation of the children’s future park, innovation clusters, implementation of other major contemporary projects are delayed. The formation of e-learning system proceeds very slowly. Until now there is a lot of bureaucracy and obstacles for business development. The existing legal and regulatory frameworks do not keep pace with changing reality. There are difficulties in inter-industry interaction. The inertia of our large government machine, low executive discipline, still preserved custom of working not for the result, but for the process are not overcome yet” the President of Bashkortostan noted.
