It is planned to establish limiting indexes for utilities payment in the State Duma

In the State Duma a bill is prepared for adoption in the second reading, one of which developers is the deputy from Bashkortostan, the vice-president of Committee on Housing Policy and Public Utilities Pavel Kachkaev. The draft law No.308873-6 «On making amendments to the Housing Code of the Russian Federation and to separate acts of the Russian Federation» assumes an establishment of limiting maximum indexes in changes of citizens’ payments for utilities.

Pavel Kachkaev has explained that the offered amendments are directed on increase of payment discipline.

“Amendments provide introduction of limiting indexes, which are established for the long-term period in percentage and define possible changes in amount of citizens’ payments for housing-and-municipal services. It is supposed that indexes will be defined in each subject of the Russian Federation and will be calculated for five years on average,” the deputy has informed.
