Rustem Khamitov demanded organising proper registration of children-orphans requiring habitation

In Ufa the session of Presidium of the Government of Bashkortostan Republic took place. Supplying children-orphans with habitation and formation of specialised available housing fund became one of the questions of discussion.

“Destiny of children-orphans and children without parental care — is very acute and difficult problem,” Rustem Khamitov marked. “We direct considerable financial resources for supplying these children with habitation. For the last three years it was allocated 1 billion of 254 million rbl. from the republican budget — 1272 children received habitation.”

From the last year powers on supplying children-orphans and children without parental care with habitation are assigned on local governments. The main problem is non-usage in full of means allocated for these purposes. There are several reasons for it: complexity in selection and acquisition of ready economy habitation with the area of 33 square metres at the established cost (in Ufa – 30,7 thousand rbl., in areas – 23,6 thousand rbl. per one square metre). Allocation of land plots under construction of social habitation, preparation of engineering utilities is delayed. 98 children, who should have received habitation in 2012, are not provided with it till now.

“Such situation compels many children-orphans applying in court to protect their rights. And their claims are fair: financial delays are not present, all necessary means were directed to Gosstroy in time and in full, even under guarantees, instead of upon the executed works,” Rustem Khamitov said.

“It is necessary to organize proper registration,” the President RB said. “Work of municipalities is feeble; the Ministry of Education also reacts passively in this situation.”

Rustem Khamitov criticized the project of offers on creation of specialised available housing fund for children-orphans and children without parental care and sent it for follow-up revision.
