Regional operator for major repairs carrying out will be created in Bashkiria till July, 2013

On April 18, the President of Bashkortostan Rustem Khamitov held a session of the Presidium of the Government RB where the issue of regional system of apartment houses major repairs was considered.

The regional operator, on which account payments from proprietors of habitation for major repairs carrying out to be transferred, will be created in the republic till July 2013. The Minister of Housing and Utilities RB Sergey Afonin informed about it at the session of Presidium of the Government of Bashkortostan Republic.

Essential amendments in the part of major repairs of apartment houses financing are made to the Housing Code in subjects of the Russian Federation to create effective and steady procedures of repairs financing. The legislation assigns to proprietors of apartment houses a duty to transfer payments for major repairs monthly.

The regional operator is created by the subject of the Russian Federation in the form of a legal body. It should be marked that all means transferred into account of the regional operator can be used only for major repairs carrying out. The amount of payment for capital repairs will be confirmed by the Government RB on the basis of a federal technique. By estimate, it will make 5 rbl. per 1 square metre of habitation a month. Proprietors of the failing buildings, which are subject to pulling down or reconstruction are released from such payments.

As Sergey Afonin underlined, for timely repair of all apartment houses a regional program of major repairs should be accepted in the republic till January 1, 2014 with the list of all apartment houses and works on capital repairs.

Rustem Khamitov demanded once again analyse attentively the offered innovations.
