President of Bashkortostan: «Trans-Urals Program Development is implemented at insufficient rates»

The medium-term complex program of Trans-Urals economic development is implemented at insufficiently high rates, Rustem Khamitov, the President of Bashkortostan considers.
Now almost 334 thousand people lives in Trans-Urals, or 8,2 percent from the population of Bashkortostan. The region area occupies about 28 percent from the whole territory of the republic.
In comparison with other regions of the republic, Trans-Urals has the isolated location, considerably differing on natural climatic conditions, economical structure, and also engineering and transport infrastructure.
Weak development and limited branch structure of the industry in the Bashkir Trans-Urals cause lack of jobs, low occupation level, especially among women, and mass outflow of inhabitants to other regions.
Meanwhile, thanks to the taken measures, for the last two years it was created more than 2500 new working positions in Trans-Urals. Nevertheless, except for Sibay, the rate of unemployment in Trans-Urals areas is still higher than on average across the republic.
According to the President of Bashkortostan, one of the main tasks for today is to increase the level of social and economic development, or otherwise — to reduce the gap on the main indicators from other regions of the republic.
It is possible to achieve essential shifts in development of the Bashkir Trans-Urals at the expense of human resources support of this area. It is necessary to create all conditions, including granting of habitation and fair wage for highly skilled people to motivate them for moving there.
Legislation perfection thanks to which this region could develop successfully is not less important.
Another way for Trans-Urals development is to increase an exploration work and, as result, exploitation of mineral deposits.
In spite of the fact that mining reserves in Trans-Urals are large enough, the regional plans for development do not include the mining industry. According to Rustem Khamitov, there are certainly positive examples. In Trans-Urals «enterprises, concentrating plants are under construction now, but it is not enough».
Among the significant issues demanding immediate decision, the President RB named the situation with Sibay Concentrated Milk Industrial Complex (CJSC «Products of Trans-Urals»). Today this enterprise for manufacture of breast-milk substitutes has stopped. 220 workers have already received redundancy notices.
Wood resources usage both in Trans-Urals and in the republic as a whole, also rouse many censures. According to the President of Bashkortostan, it was managed to reach some results in this sphere, however «while all the same we only prepare wood, we just sell round timber». The number of investment projects implemented in the forestry is obviously not enough.
“Republican enterprises are not quite active, and consequently we are a mere supplier of raw materials for the next regions,” the President of Bashkortostan ascertained at the session of the Government.
