Constantine Tolkachev: “Children should stay in a native country”

Russian State Duma has passed the law “The measures of pressure upon the persons, involved in violations of the basic human rights and freedoms of citizens of Russian Federation’ – so-called “Dima Yakovlev law” in the third reading. Now Federation Council and the President of Russia have to approve the law. Bashkir parliamentarians commented upon the prohibitory measures of Russian State Duma in answer to “Magnitski law”, passed by Americans.

The chairman of State Council-Kurultay-RB Constantine Tolkachev is sure that children should stay in their native country.

“I agree with Dmitry Medvedev’s opinion who thinks that indifference in destinies of our kids and relatives dominate in human behavior now” – he said – “Not a single prosperous country sends its kids abroad. State Council RB directed similar legislative initiative concerning prohibition on adoption of our children by citizens of other countries to State Duma. Our project hasn’t been supported by federals that time. If we look at this situation fr om positions of the state, our children should stay here and they must be provided with all necessary conditions. Another question is, is the state able to provide orphans and disable kids with these conditions”.

The ombudsman for child rights RB Milana Skorobogatova reports the problem of international adoption is found under special control in our Republic already since 2006.

“Bashkortostan has pursued a preemptive tactic in this question” – she reported – Earlier we have already turned public attention to the problem of international adoption and thereby were ready for such law. Before 2006 about 30 kids have been adopted by international foster families every year. At present time this figure is reduced to minimum. Children have to be adopted in Russia”.

Ministry for education RB reports this federal law can’t be considered actual for Bashkortostan. Local bodies of trusteeship and guardianship never worked with the USA. We have certain agreements with Italy and Canada, wh ere we receive regular reports about life of adopted kids from. 4 kids from Bashkiria have been adopted this year and all these kids suffer serious pathologies.
