Mechanism of obligatory rotation should be launched in Bashkortostan

The President of Bashkortostan indicated the principles for formation of efficient managerial staff in his annual Message to State Council-Kurultay-RB.

“For the last two years authority became more open, more efficiently responding to citizens’ requests. At the same time my call to become more accessible for people is understood not by all top managers” – Rustem Khamitov said – “Openness of the authority of any level and transparency of its activity is not come-and-go style but one of the main principles of our everyday work”.

The President RB mentioned that the number of employees in state bodies RB remained one of the lowest in the country. By this index the Republic is found on the 78th place. At the same time the problem of optimization of the number of public employees remains open.

“About 7 thousand people work in Republican ministries and agencies. This is a big army with high expenses. In 2013 we have to reduce the staff of public employees by other 10%, thus stabilizing it at the level of 6-6,5 thousand people. Besides, we will launch the mechanism of obligatory rotation in the Republic”.

“At present time the concept of manpower policy is approved in Bashkortostan. It is principally important to work up a system for estimation of efficiency of work of public and municipal employees, to formulate the criteria of choice and mechanisms of promotion” – the President RB posed such problem.
