Bureaucratic barriers for business are steadily removed in Volga federal district

The Plenipotentiary of the President of Russia in Volga federal district Michael Babich has held a meeting of the commission for improvement of investment climate, reduction of administrative obstacles and development of small and medium business in Volga federal district in the city of Perm with participation of federal and regional executive power boards, all-Russian public organizations “Support of Russia” and “Business Russia” and experts.
“The number of business people, who never faced bureaucratic barriers in their activity, increased from 14 to 21%. It means that we are watching real improvement of investment climate in the regions” – Michael Babich stated.
At that the Plenipotentiary accentuated attention on the difficulties, still present in this sphere – excessive administrative pressure, often unreasonable activity of supervising boards, too persistent and often checks and cases of corruption.
The informational-analytical report “Development of small and medium business in Russian regions, found under jurisdiction of Volga federal district” was introduced to the participants of the meeting. After some improvements the report will be published on the official site of the Plenipotentiary of the President of Russia in Volga federal district. A pack of proposals to the federal authority concerning alteration of the Tax Code and improvement of the federal legislation has become the final total of the discussion. It is also decided to establish constantly working groups of experts in the regions. These groups will solve the problems in business sphere in conditions of WTO. The staff of these groups will include representatives of executive and legislative power bodies, trade-industry chambers and other business associations.
For the reference: 20,3% of small enterprises of the country are concentrated in Volga federal district. At present time the district holds the second place after the Central federal district by the number of small enterprises and by the number of people, working at these enterprises. More than one million small and medium business companies work on the territory of Volga federal district in 2012, including individual business people. More than 700 infrastructural objects for business support, such as business incubators, micro-financial organizations, leasing companies and venture funds, work in the regions of Volga federal district.
