Law concerning the illegal websites register has come into force

The law on creation in Russia the uniform register of domains and websites with illegal content came into force on July 30.

The federal law of the Russian Federation fr om July 28, 2012 No.139-FZ «Concerning amendments to the Federal law «Concerning protection of children against information detrimental to their health and development» and separate legislative acts of the Russian Federation» was approved in the first reading by deputies of the State Duma on July 6. On July 11, the project was considered at once in the second and third readings.

The uniform register which will be created since November 2012, assumes formation of the list of websites, pages and e-mail addresses wh ere there is information hazardous to children. First of all, it is a matter of children's pornography, instructions on ways of suicide fulfilment and manufacturing of narcotic substances. It will be traced in the Internet and other illegal information, for example, propagation of war or incitement of ethnic hatred. A special noncommercial organisation will include an Internet resource in «the black list» which may be appealed in court.

Besides, the document enters obligatory marking of television and radio programs and websites on age categories.

According to new standards, disabling of resources with children's pornography, instructions on manufacturing of drugs and suicide fulfilment is supposed in a pre-judicial way. The decision on blocking of other forbidden content will be accepted by court.
