Deputies of State Council RB have passed charity bill in the first reading

At the 54th gathering of State Council-Kurultay-RB deputies have approved the bill “State support of charitable activity in Republic of Bashkortostan” in the first reading.

At present time the bill is under discussion in the blog of the Republican speaker Constantine Tolkachev’s blog in “Live Journal”. According to forecast of law-makers the bill will be finally passed during the autumn session.

Talking about the bill the deputy chairman of the State Council RB Lilia Gumerova has mentioned that the necessity of regulation of charitable activity at legislative level is evident.

“This sphere of mutual relations wasn’t regulated at legislative level for the last decade” – she explained – “Today we have more than 220 charitable organizations on the territory of the Republic and the majority of these organizations started working just one-two years ago. Talking about the bill’s concept we widen directions of charitable activity first of all. For example, the law, functioning ten years ago, didn’t anticipate aiding for families, found in difficult situations, and to families, rearing disabled children. Besides, solution of ecological problems is also indicated in the new law. Openness and transparency of charitable organizations and the opportunity to report totals of their activity in mass-media are also prescribed by the law. In our opinion the more activity of these organizations transparent, the higher is their efficiency and assurance of the society in quality of their functions and services offered”.
