The bill, directed at protection of rights of citizens in sphere of housing and communal services, is under discussion in Bashkortostan

The State Council RB introduced the bill “Ensuring of protection of citizens’ rights in sphere of housing and communal services”, passed in the first reading at the last plenary gathering of Republican parliament. Numerous facts of violations and non-fulfillment of direct obligations by management companies, working in sphere of housing and communal services today, gave rise to its passing.
The chairman of the state committee RB for industry, transport, building, communication and business undertakings Nail Kutlugildin says that the Housing Code of Russia, which regulates relations in this sphere, has too many drawbacks and fails to meet today’s realities.
“The problems, which all citizens worry about, are connected with tariffing, quality of services, offered by the management companies, repair and maintaining of the property, which belongs to all residents of this or that tenement house, and beautification of nearby territories” – he said – “The imperfection of federal legislation leads to unreasonable rise of prices for housing and communal services and, as a result, we face dissatisfaction of our citizens. According to the latest information the State Housing Inspectorate RB received more than 6 thousand complaints from citizens in 2011 – by 47% more than in 2010”.
“Our bill suggests that the responsibility in sphere of housing and communal services should be distributed between Government and local self-government bodies. We offer to develop a working mechanism for control of activity of the management companies. The bill also presumes new requirements to the management companies. Their activity should be legal and all tariffs – well-grounded” – the chairman of the State Council RB Constantine Tolkatchev explained the essence of the bill in his blog.
