"The President of Russia mentioned the problem of decentralization of the authority and the budget in his Message. It is clear that in the 90s, when the country was standing o the verge of breakdown, the budget had to be governed from above. But at present time I believe that the present position of Dmitry Medvedev is absolutely correct" - the State Duma deputy Paul Kachkaev said, commenting the Message of the President of Russia to the Federal Assembly - "Regions and municipalities should have more authorities, since they know regional problems and demands of local population better. Here we can include everything: education, health protection, housing and communal services etc. I think the regional power bodies will be able to estimate their abilities more correctly. They have to work for the good of all people".
